it makes far more sense (and less worldstate breaking) for charter to have that apparent blackmail on the first warden over dorian, her involvement in the eu material, personally following up on the chase for solas as a representative for the inquisition by meeting with rook, having that dread wolf memory, introducing the inq and rook because she's their new spymaster...why change this???
